So does the weather affect voter turnout or not? Sources disagree. Fox News reported Monday that Democrats were more likely to stay home when it rained on Election Day, but that's not true in the state of Maryland, this article says. The Des Moines Register concurs, quoting no effects on historical Iowa elections in modern times.
