NE Flooding Update, Local Video
Moderate rains across the Ohio Valley and Northeast have fallen on top of snowcover in many areas, creating widespread street flooding, and some river & stream flooding. The video below shows you what's happening locally here in State College, PA.

At the time that the videos were taken, the USGS gauge at Houserville (pictured in the video and photos) was nearly at 6 feet (from 3.5), of course that's nothing to compare to the 9.5 feet during Hurricane Ivan!
Although amounts were not unusually high for a storm system, the snow blocked drainage and snow melt added to the amount of water on the roads. There are scattered news reports but nothing major so far.
Four rivers in Ohio were experiencing moderate flooding this morning and observations to the west were missing. Dozens of USGS gauges, especially in the Appalachians, were experiencing record or near-record flows for the day:
