Video: Mini Tornado Hits Car - But Where?

Check out the video blelow, uploaded to the Internet yesterday. It appears to show a "mini-tornado" attacking a car. The spoken language appears to be Russian (can anybody translate?) but the title says "A Welsh View" which indicates Wales (can anyone confirm this based on the road signs or anything else?). Check out the way the tiny twister twists off the sapling next to the road (skip to 1:00 to see the tornado).

It's too bad you can't see the side of the truck after he gets out, I wouldn't be surprised to see a big branch stuck through the back. It's an amazing view of a tornado that's only a couple feet wide - now imagine how much damage one ten, a hundred, or thousands of feet wide can cause.
