The National Weather Service's Storm Prediction Center is forecasting a MODERATE RISK over eastern North Carolina, South Carolina and Virginia today, with a 15% chance of Tornadoes. Moderate Risks are common in the Midwest but are more rare in the Carolinas. They say:
