Houston: Over 9 Inches of Rain

Houston is flooding again. As a result of the aforementioned non-tropical system in Texas, some locations near the city have received as much as 9.13" of rain in the past 48 hours. Some campuses have closed and there are reports of flooded roads and power outages (ABC13).
