    Binghamton, Delhi, Walton, Sayre, Towanda, Hallstead,
    and Montrose

    The National Weather Service in Binghamton has issued a

    * Flood Watch for portions of central New York and northeast
    Pennsylvania, including the following areas, in central New
    York, Broome, Chenango, Delaware, Otsego, and Tioga. In
    northeast Pennsylvania, Bradford and Susquehanna.

    * From Tuesday afternoon through late Wednesday night

    * Melting snow, and occasional light rain, today through Tuesday
    will cause significant rises on rivers and tributaries in the
    region. Although uncertainty remains to exactly how much snow
    will melt, and how much rain will fall, there is a chance for
    minor river flooding in the Upper Delaware and North Branch
    Susquehanna basins. Smaller stream flooding is also possible in
    the heaviest snow covered areas.

    * The locations which appear to be most vulnerable for minor
    flooding at this time are Walton on the West Branch Delaware,
    Sherburne on the Chenango, Conklin, Vestal and Waverly on the
    Susquehanna. Impacts from minor flooding are typically confined
    within the natural flood plain of the river. Roads, homes and
    businesses within this region of a river are most at risk for minor
