Texas, Oklahoma Flooding, But 21 Inches?

There is some impressive live, on-air footage tonight broadcasting from parts of northern Texas and Oklahoma where major flooding is occurring in response to heavy rain this afternoon. The Dallas News site has a blog detailing flood advisories and some raw video. Earlier today, people were rescued from a car underwater in Oklahoma City, which only saw 3-4 inches of rain.
The local radar claims 21.3" as a maximum in the last day... (see expanded link below) but I don't see amounts over the 10-12" range displayed on the map so I'm thinking that may be misinterpreted clutter near the center of the radar, which sometimes causes inaccurate maximum rainfall amounts. Still, nearly a foot of rain in less than a day is nothing to sneeze at. Here's a look at some of the cities affected by the high amounts northeast of Wichita Falls, Texas, via ADCRP:
