Remark: An arctic airmass combined with strong outflow winds are producing low wind chill values near minus 20 . Air temperature are expected to range between -9 to -11, but the strong northeasterly outflow winds gusting up to 60 km/h will significantly increase the risk of cold - related impacts throughout this period. The bitterly cold wind chill values are expected to rise Tuesday morning. ### Frostbite and hypothermia can occur within minutes if adequate precautions are not taken when outdoors. Arctic outflow warnings are issued when bitterly cold air flows from the interior to coastal communities and the outflow winds create wind chill values of -20 or less for 6 hours or more.
