Hurricane Chris batters Outer Banks, causing beach shutdown

At 5 p.m. Tuesday, the National Hurricane Center upgraded the storm to a hurricane, with top sustained winds of 85 mph. Chris has churned off Cape Hatteras for the past few days, hardly moving and sending large waves to batter the shores of the Outer Banks. Many beaches are flying “no swimming” red flags because of the rough surf caused by the storm.
