* IMPACTS...POTENTIAL FOR FROSTBITE AND HYPOTHERMIA. THE EXTREME
COLD MAY ALSO LEAD TO PIPES FREEZING.

* WIND CHILL READINGS...AS LOW AS 38 BELOW. LOWEST WIND CHILL
VALUES WILL BE OVER THE HIGHER TERRAIN.

* WINDS...NORTHWEST 10 TO 20 MPH WITH GUSTS UP TO 30
